State lawmakers poised to alter and pass compromise to police deadly force initiative

A little background: The passage of I-940 changed Washington state law. It removed the wording that made it nearly impossible to charge a police officer for use of deadly force under any circumstance. However, I-940 does not contain a compromise that was struck between police unions and reformers after it was written. HB 3003, set to go forward in the 2019 legislative session, contains that compromise.
